Beltline is Calgary's densest, most urban inner-city community at 1,059 metres elevation, bounded by the CP railway, the Elbow River, 17th Avenue, and 14th Street. The neighborhood's exposed streets along 17th Avenue and 14th Street catch northwest Chinook winds, creating windrows on wide collectors and shaded laneways that hold ice well into the day. Open corridors along these arterials act as wind tunnels, with corner lots facing these roads seeing deeper drifts than interior blocks.

The Elbow River corridor and Victoria Park create a distinct refreeze hazard. Rapid Chinook thaws send meltwater pooling along low-lying pathways, which freeze into sheet ice overnight. North-facing driveway aprons and laneways – common on east-west streets – stay in shadow for 6–8 hours in winter, creating persistent black-ice patches that don't melt until late afternoon. We plan extra time for these shaded zones and bring targeted de-icing equipment to handle the inner-city's unique freeze-thaw cycle.
